Goals and Objectives
The NYCEPCE has been created in order to assure the emergency preparedness systems of New York State and New York City that:
- Emergency preparedness continuing education (training, exercises and developmental opportunities) offered by members of the consortium is competency-based and consistent with the emergency preparedness plans of New York City, New York State and local jurisdictions within the state, National Response Plan (NRP), National Incident Management System (NIMS), and the National Domestic All Hazards Preparedness Goal.
- All participating institutions have ready access to materials developed by any one participant with minimal duplication of effort and taking maximum advantage of the strengths of each.
- Training opportunities developed by members of the consortium are available to target audiences throughout New York State, using distance learning approaches (including access to web-training via learning management systems) whenever feasible.
- Evaluation of individual components and of the overall effort is planned and implemented by an outside evaluator familiar with emergency preparedness development in the health professions.
- Education and experiences offered move as swiftly as possible beyond awareness level training to include cost-effective demonstration of competencies.
The objectives proposed for the consortium include providing:
- Existing materials in web-based or other format as needed for distribution through all partners.
- Awareness-level education consistent with the National Incident Management System (NIMS) for additional health professions (e.g., pharmacy and veterinary medicine) and all clinicians in difficult to reach rural communities.
- Clinical education on initial assessment and management of patients for first responders and others identified by state or local plans as critical audiences.
- Education on appropriate care for vulnerable populations (e.g., children) when they are involved in an emergency.
- Education on use of exercises in small practice sites or organizations.
- An interactive exercise tool (web or CD-ROM based) that allows clinicians to demonstrate competence in decision-making during emergency response.
The specific activities will be discussed in detail in the workplan section below include:
- Extending availability of modules created under HRSA BTCDP project #6T01HPO1411-02-02 through migration of these web modules to other learning management systems in the state.
- Expanding the utility of the modules created under HRSA BTCDP project #6T01HPO1411-02-02 by working with all partners to include examples specific to the wider group of settings and professionals being served by this consortium, including pharmacists and veterinarians.
- Developing an interactive web- or CD-ROM-based emergency response exercise suitable for use by small group or individual use, to facilitate competency demonstration by clinicians not readily involved in larger-scale institutional or community exercises, building upon the exercise planning and evaluation experiences of CU and UASHP.
- Extending first responder education to rural and underserved communities.
- Extending clinician training to community health centers and Medical Reserve Corps building upon the CU modules identified above.
- Developing and offering training for local emergency response volunteer coordinators building upon current work at UASPH.
- Developing and offering leadership training for local emergency preparedness planners building upon the leadership institute at UA SPH and the experiences of CU and AU participants.
- Extending all developed components of training across New York State using distance modalities taking advantage of the distance learning expertise of UA SPH.
